
New York State Shared Work Program Unemployment Compensation
ABC Co has been approved to participate in the New York State Shared Work Program that will help supplement your income while you are on furlough. Here are more details and resources to help you understand more about the program and the impact on your pay and benefits. Certain employees will work a reduced schedule and be placed on either a one-day, two-day or three-day furlough each week. ABC Co will contact you should there be any change to your furlough period.
ABC Co Unemployment Assistance Helpline
The Helpline is your resource for assistance in filing your state unemployment insurance benefits, and can answer questions regarding your state unemployment insurance benefit claim. You can contact the Helpline at 888-123-4567 from 8:30 am to 5:00 pm ET, Monday-Friday.
How It Works
Depending on the number of days during the week that you are on furlough, you will receive:


You are not permitted to work more hours per week than the reduced schedule. For example, if you are on a one-day furlough, you may not work more than 32 hours per week. If you are asked to work more than these hours, please contact your HR manager.

Filing for Unemployment
You must file (and be eligible) for New York State unemployment compensation every week in order to receive the combination of the New York State Unemployment and CARES Act Pandemic Unemployment Compensation for your furlough days.
Please review the instructions below for filing for unemployment benefits.

Create an NY.gov ID
How: Go to www.labor.ny.gov/signin and select the gray button on the left titled, “Create NY.gov Account.”
When: This step must be completed by the first week your hours are reduced on the Shared Work plan and before you file your Unemployment Insurance claim.

File an Unemployment Insurance Claim
When: File online Monday - Sunday during the first week your hours are reduced (which is called your waiting week). It is important to file your claim during this time. (You will be paid for your waiting week.)
How: You must file your claim online for Corning's Shared Work Program. Do not file a claim over the phone.
Online: Go to https://dol.ny.gov
- Hover over "Manage Your Workforce"
- Scroll down and select "Shared Work Program"
- Scroll down to Employees >> Select "File a Claim"
- Scroll down and select "Online Services for Individuals"
- Log into your account established in Step 1 above
Online filing hours are:
- Monday - Thursday from 7:30 am to 7:30 pm ET
- Friday from 7:30 am to 5:00 pm
- Saturday - all day
- Sunday until 7:00 pm

Once your claim is open, you will still need to certify for your waiting week and for every reduced work week that follows. (See Step 3.)

How & when to claim your weekly benefits
Certify for (or Claim) Your Weekly Benefits
Corning will complete weekly certifications online. You must use this method as well. Follow the instructions below.
Online Certification:
How: Go to www.labor.ny.gov/signin and sign in with your NY.gov user name and password (that you established in step 1 above).
When: You must claim benefits each week your hours are reduced. Most people do this on Sunday for the week ending that day. A week, for the purposes of Unemployment Insurance, runs from Monday through Sunday. Online filing hours are:
- Monday - Thursday from 7:30 am to 7:30 pm ET
- Friday from 7:30 am to 5:00 pm
- Saturday - all day
- Sunday until 7:00 pm
ABC Co's online certification process should be completed for the prior week's claim as soon as possible early in the week to ensure ABC Co can certify claims by Friday of each week. Failure to certify or claim your weekly benefits by Friday for the previous work week will result in a paper claim submission process and will delay your benefit payments.
This process must be done for each week that you certify for weekly benefits on the Shared Work plan.

Important Information for Filing Your New York State Shared Work Program Unemployment Compensation
- YOU MUST APPLY ONLINE. Since ABC Co applied online, you may not file your claim by telephone.
- New York has waived the seven-day waiting period for Unemployment Benefits due to COVID- 19-related closures or quarantines. The requirement to seek work also has been waived.
- Pennsylvania residents who work in New York State should apply for New York State Unemployment.
- You will need the following information to register:
- Social Security number
- Driver license or Motor Vehicle ID card number
- Home mailing address and ZIP code
- Home and/or mobile telephone numbers
- Alien Registration card number (if you are not a U.S. Citizen and have a card)
- Names and addresses of your employers for the last 18 months
- ABC Co's Employer Registration number or Federal Employer Identification Number (can be found on your W-2 form or your True Blue personalized statement)
- Employer Address: ABC Co, 1234 Main Street, New York, NY 14000
- Base period wages (this information is provided on your True Blue personalized statement )
- Direct Deposit Information (routing number and checking/savings account number)
5. Timeframe for filing:
- Create an NY.gov ID. This should be done NOW, but no later than Friday, May 29.
- Open an Unemployment claim online: Not earlier than Monday, May 25, but no later than Friday, May 29.
- You must certify online early in the week for the prior week as soon as possible. For example:
- Week 1 is from Monday, May 25 through Sunday, May 31. - The earliest you can certify for Week 1 is Sunday, May 31. - We recommend you certify no later than Thursday, June 4. - Corning will certify that you are eligible for Week 1 by Friday, June 5.
- If you fail to certify online in time, you will not be paid. If you miss the cutoff, you must file by paper with ABC Co, which will delay your payment. Click here for directions on how to certify using a paper form.

Your Benefits
Your Corning benefits coverage will not change during your furlough period. However, because you have experienced a significant change in your regular work hours, you qualify to make changes to your benefit elections.
